Dans le cadre de sa tournée dédiée à la présentation des tableaux numériques de suivi, d’évaluation et de réforme, le Ministre d’État, Ministre du Plan, a tenu ce mardi une séance de travail avec son homologue de l’Urbanisme et Habitat. Une rencontre marquée par des échanges constructifs et des perspectives prometteuses.
La réunion s’est déroulée en présence des représentants de l’Administration de l’Urbanisme et Habitat, de l’ANAPI, de la Présidence de la République ainsi que de la cellule GUPEC (Gestion Unifiée de la Planification, de l’Évaluation et du Contrôle). Objectif : renforcer la synergie entre les institutions engagées dans la mise en œuvre des grandes réformes structurelles portées par le Gouvernement.
Trois axes majeurs au cœur de la réforme
Le Ministre d’État de l’Urbanisme et Habitat a présenté les trois piliers de la réforme GUPEC :
- Modernisation du système de planification et de suivi des projets d’aménagement urbain.
- Amélioration de la gouvernance urbaine, pour une meilleure coordination entre les niveaux central et provincial.
- Digitalisation des outils de gestion et de reporting, afin d’accroître la transparence et l’efficacité dans l’exécution des politiques publiques. Une vision alignée avec celle du Chef de l’État
Dans son intervention, le Ministre d’État a réaffirmé que cette réforme s’inscrit pleinement dans la vision du Chef de l’État, fondée sur la bonne gouvernance, la transparence et la redevabilité.
« La réforme GUPEC n’est pas seulement un outil technique, mais une approche intégrée qui place la performance et la responsabilité au cœur de l’action gouvernementale », a-t-il déclaré.
Cette rencontre constitue une étape clé dans le processus de réforme administrative et institutionnelle en cours, traduisant la volonté du Gouvernement de la République Démocratique du Congo de moderniser la gestion urbaine et de promouvoir un développement harmonieux et durable du territoire national.
